BanKi-moonsecuredasecondtermassecretarygeneraloftheUnitedNationsafter
the192membersoftheUNGeneralAssemblyunanimouslyre-electedhimTuesday.
TheUNSecurityCouncildraftedtheresolutionforthere-electionoftheformer
KoreanforeignministeronFriday,withthesupportofallfiveveto-wieldingcountries:
theUnitedStates,China,France,BritainandRussia.Banwonunchallenged.
“Byactingdecisivelytorenewmymandate,youhavegiventhegiftoftime-timetocarryon
theimportantworkthat,together,wehavebegun,”Bansaidaftertakingtheoathofofficeat
theUNonTuesday,NewYorktime.“Together,nochallengeistoolarge.
Together,nothingisimpossible.”
Bansaidhewillpresentabroaderlong-termvisionforhissecondtermatanotherassemblysession
tobeheldinSeptember,butstressedhewillcontinuouslyworkasaharmonizerandbridge-builder.

InhisfirsttermasUNchief,the67-year-oldBanwascriticizedforweakleadership
andbeingeasilyswayedbyinfluentialmembersoftheUN.
Towardthelatterpartoftheterm,proponentsgrewstrongerandpraisedhisquietdiplomacy.
GeneralAssemblyPresidentJosephDeiss,theSwissambassadortotheUN,
saidTuesdaythatBanstrengthenedtheUN’sroleand
itsprofilethroughreformmeasuresandinnovativeinitiatives.
HecitedthecreationoftheDepartmentofFieldSupportandtheOfficeforDisarmamentAffairs
theimplementationoftheGlobalStrategyforWomen’sandChildren’sHealthand
thepromotionofthesafeuseofcivilnuclearenergy.
“Loyalty,discretionandconscience,whichthesecretarygeneralhadsworntoexercise
whenhefirsttookoffice,hadbeenmorethanjustwords,”Deisssaid.
“Forthepastfiveyears,onadailybasis,theyhavetrulyguidedyouinyourwork.”
DeissalsospokehighlyofBan’s“transparency”assecretarygeneral.
“Tolead,wemustdeliverresults,”BansaidTuesday.
“Merestatisticswillnotdo,”referringtoapproachingdeadlines
forpledgespromisedinboththeMillenniumDevelopmentGoals,
whicharesupposedtobeachievedby2015,
andtheRio+20conferenceonsustainabledevelopment.
SusanRice,U.S.ambassadortotheUN,calledBan“achampionofpeaceandsecurity,
anadvocatefordevelopmentandavoiceforuniversalhumanrights.”
Ban“hasnavigatedturbulentwaterswithasteadyhand,”shesaidduringtheassemblymeeting.
SouthKoreanForeignMinisterKimSung-hwan,Ban’sjuniorattheMinistry
ofForeignAffairsandTrade,whereBanworkedfor36years,
attendedtheassemblysessiontodelivercongratulationsfromthegovernment.
“ItismysincerehopethatthroughouthisterminofficeSecretaryGeneralBancontinuestoenjoy
theunanimoussupportevidentheretoday,”Kimsaid.
“Foritspart,theRepublicofKoreawillstandfirmlybehindhisnobleendeavorstocreatea
‘StrongerUNforaBetterWorld,’”KimaddedreferringtoBan’stheme.
SouthKoreanPresidentLeeMyung-bakcongratulatedBaninaphonecallyesterday,
sayinghisre-electionmadeallSouthKoreanshappy,accordingtoaBlueHousespokesperson.
NorthKoreanAmbassadortotheUNSinSon-hovotedforBan’sre-election.
InameetingwithSouthKoreanreportersaftertheassemblysession,
BansaidhewouldvisitNorthKoreaifitisjudgedhelpfultobringstabilitytotheKoreanPeninsula.
“TheNorthKoreanauthoritieshavesaidtheywelcomemyvisitanytime,”hesaid.
“Iwilldecide[whethertovisitNorthKorea]consideringwhenthepropertimewouldbe.”
HetoldKoreanreporterssustainablegrowthwouldbethebiggestpriorityinhissecondterm.
“Climatechange,water,energyandthefoodcrisishavebeendealtwithseparately,
buttheyareallrelatedtoeachother,”hesaid.
