Ourclosecooperationhaslaidasolidfoundationforcontinuedprogress

inthebilateralrelationshipforyearstocome.

Moreover,thepassageoftheU.S.-KoreaFreeTradeAgreementwillfurtherstrengthen

thecomprehensivepartnershipbetweenourtwonations.

2.HavetherebeenoccasionsthroughwhichyouandPresident

LeeMyung-bakformcloserelationship?

ItiscertainlytruethatPresidentLeeandIhavedevelopedacloseand

positiverelationshipduringourworktogether,includingtheG-20Summit,

whichwassuchasuccessbecauseofhispersonalleadership.

IconsiderPresidentLeenotonlyaglobalpartner,butafriend.

Hehassharedwithmehismovingpersonalstoryofhisrisefrompoverty

tosuccessinbusinessandultimatelyasapoliticalleaderandstatesman.

Hissuccess,likethesuccessoftheKoreannation,isamodelofdetermination

andresourcefulnessthathasinspiredtheworld.

Lastly,PresidentLeeisagoodfriendoftheUnitedStates,

andIverymuchappreciatehissupportandfriendship.

3.TheKORUSFreeTradeAgreementbillwillbepassedintheUSCongressinafewdays.

HowwillitbenefittheeconomiesoftheU.S.andSouthKorea?

TheKORUSFTAisatremendouslyimportantagreementthatwilllead

tothecreationofjobsandeconomicopportunityforAmericansandKoreans

byeliminatingbarrierstotheflowofgoods,services,investment,andintellectualproperty.

Itisa"win"forbothourcountries,whichwillhavegreateraccesstoeachother’smarkets,

whichwillinturnmeanmorejobsonbothsidesofthePacific.

Itisalsoamodelforthekindoftradeagreementsweneedinthe21stcentury

withstrongprotectionsforworkersandtheenvironment.

Theagreementwillalsodeepentheclosetiesbetweenourtwocountries,

andcreateanenduringeconomicpillartoourbilateralpartnership.

4.DoyouhaveanyadvicetotheKoreanNationalAssemblywhichhasyettopasstheFTAbill?

Asaforeignleader,itwouldnotbeappropriateformetogiveadvice

totheKoreaNationalAssembly,whichmustmakeitsowndecisions

basedonSouthKorea’snationalinterest.

Iwouldsimplysaythattherehasbeenstrongbipartisansupportfor

thisagreementintheU.S.Congress,andIhopeourfriendsinKorea’sNationalAssembly

willunderstandthatisasignofAmericancommitmenttothisagreementandtoouralliance.

5.TheadditionalopeningofthebeefmarkethasalwaysbeenasensitiveissueinKorea.

SomepeopleinKoreapredictthatoncetheFTAisimplemented,theU.S.

willpressfortheentireopeningofthebeefmarket.Whatisyourthoughtonthis?

Asforbeef,welookforwardtoworkingwiththeKoreanGovernment

Ithinkit’swidelyunderstoodthatasKoreawasdevelopingitseconomyinthedecadesafter

theKoreanWar,itwasprettyeffectiveatfindingwaystobuildupitsindustrialbase,

inpartbyrestrictingimport!s.Inrecenttimes,thathaschangedforthebetter,

butcertainelementsofthatoldsystemstillremain,

whichhavemadeithardandcostlytobringimport!edcarstoKoreaatareasonableprice.

carcompanieslikeFordandChevywhoaretryingtocompetewithHyundaiandKia,

andmakeiteasierforU.S.carcompaniestobringtheircarsto

U.S.carcompanieslikeFordandChevroletaresuccessfulinmarketsallaroundtheworld,

andwebelievethatasthebarrierstotheKoreanmarketareeliminated,

theywillbesuccessfulinKoreatoo.


7.YouhavepraisedinmanyoccasionsKoreaneducation.

WhatmakesinyourviewtheKoreaneducationsystemstrong?

WhatshouldtheUSlearnfromKoreatoimproveitseducationalstandards?

IntheUnitedStatesweareveryproudofoursystemofhighereducation.

Wearehometomanyoftheworld’sleadingcollegesanduniversities,

andweareblessedwithmanytalentedstudentsfrommanycountries,includingKorea.

Atthesametime,SouthKorea’scommitmenttoeducationisknown

andadmiredaroundtheworld.TherespectthatKoreansocietyaccords

itsteachersisanexamplethatothercountriescanlearnfrom.

AsInotedinmy2011StateoftheUnionaddress,inSouthKorea,teachers

areknownas"nationbuilders,"andhereinAmerica,it’stimewetreated

thepeoplewhoeducateourchildrenwiththesamelevelofrespect.

Inthataddress,Ialsounderscoredthattheresponsibilityfortheeducation

ofourchildrenbelongsinourhomesandcommunities.

aframeworkforconstructiveengagementbetweenSeoulandPyongyang.

SouthKoreahasshownextraordinaryrestraintandpatience.

OurmessagetoNorthKoreahasbeenclearandconsistent:

itsresponsibilitiesandfaceevengreaterisolation.

Weremaincommittedtotheverifiabledenuclearizationof

theKoreanPeninsulainapeacefulmannerthroughtheSix-PartyTalks.

NorthKoreahasalongrecordofbrokenpromises.

ItisnotlivinguptothecommitmentsitmadeintheSix-PartyTalks

andisviolatingtheUNSecurityCouncilResolutions.

Asaresult,weandourpartnersincludingtheRepublicofKoreaandJapan-

arelookingforindicationsthatNorthKoreaisreadytoengageinnegotiations

withaseriousnessofpurposenecessarytomakeprogresstowardsdenuclearization.


11.Doyouthinkbilateralmeetingsareneededbetween

theUSandNorthKoreainparallelwiththesix-partytalks?

WithintheSix-Partyprocess,theissuesofinteresttoallpartiescanbeaddressed,

andthereareopportunitiesforcountriestoaddressbilateralissuesofconcern,

butNorthKoreamusthaltitsprovocativebehavioranddemonstrate

thatitispreparedtoenterintoseriousnegotiations.

12.DoestheUShaveconcreteschedulesforfoodaidtoNorthKoreaatthispoint?

NorthKorea’sinabilitytofeeditsownpeopleisthetragicresultof

itsflawedpoliciesandskewedpriorities.

TheUnitedStatesisstillconsideringNorthKorea’srequestforemergencyfoodaid.

WehaverespondedtodevastatingfloodsthisyearinNorthKoreawithreliefassistance,

Weneedtobeconfidentthatanyfoodaidwemightprovidewillreachthepeople

HowwillitaffectthemaintenancesofUSforcesinKorea?

ThebudgetenvironmentintheUnitedStatesistight,

andwearepreparedtomakedifficultchoices,

butIhavemadeitclearthattheUnitedStateswillmaintainourmilitarysuperiority

thatensuresoursecurityandthatofourallies.

Moreover,theAsia-PacificregionisastrategicpriorityoftheUnitedStates.

AsIhavestatedduringmyvisitstoKoreaandas

IwillreaffirmduringPresidentLee’sStateVisit,

weremainstronglycommittedtothedefenseandsecurityof

ourlongstandingallytheRepublicofKorea.

TheUnitedStateswillcontinuetoinvestintheforces

andcapabilitiesnecessaryfortheU.S.-ROKalliancetocarryoutitsmission,

whileprovidingforthewelfareofthe28,500U.S.

troopsandtheirfamiliesthatarestationedinKorea.

Workingtogether,I’mconvincedthatourtwocountrieswillmakewiseinvestments

thatstrengthenthefoundationofourallianceintothe21stcenturyandmaintain

thereadinessthatissocriticaltopreservingpeaceon

thePeninsulaandhelpingbothKoreansandAmericansrealize

afutureofgreatersecurityandprosperity.
