Itisalsoamodelforthekindoftradeagreementsweneedinthe21stcentury
withstrongprotectionsforworkersandtheenvironment.
Theagreementwillalsodeepentheclosetiesbetweenourtwocountries,
andcreateanenduringeconomicpillartoourbilateralpartnership.

Asaforeignleader,itwouldnotbeappropriateformetogiveadvice

thisagreementintheU.S.Congress,andIhopeourfriendsinKorea’sNationalAssembly
willunderstandthatisasignofAmericancommitmenttothisagreementandtoouralliance.

butcertainelementsofthatoldsystemstillremain,
whichhavemadeithardandcostlytobringimport!edcarstoKoreaatareasonableprice.

Asaresult,weandourpartnersincludingtheRepublicofKoreaandJapan-
arelookingforindicationsthatNorthKoreaisreadytoengageinnegotiations
withaseriousnessofpurposenecessarytomakeprogresstowardsdenuclearization.

ThebudgetenvironmentintheUnitedStatesistight,
andwearepreparedtomakedifficultchoices,
butIhavemadeitclearthattheUnitedStateswillmaintainourmilitarysuperiority
thatensuresoursecurityandthatofourallies.
Moreover,theAsia-PacificregionisastrategicpriorityoftheUnitedStates.
AsIhavestatedduringmyvisitstoKoreaandas
IwillreaffirmduringPresidentLee’sStateVisit,
weremainstronglycommittedtothedefenseandsecurityof
ourlongstandingallytheRepublicofKorea.
TheUnitedStateswillcontinuetoinvestintheforces
andcapabilitiesnecessaryfortheU.S.-ROKalliancetocarryoutitsmission,
whileprovidingforthewelfareofthe28,500U.S.
troopsandtheirfamiliesthatarestationedinKorea.
Workingtogether,I’mconvincedthatourtwocountrieswillmakewiseinvestments
thatstrengthenthefoundationofourallianceintothe21stcenturyandmaintain
thereadinessthatissocriticaltopreservingpeaceon
thePeninsulaandhelpingbothKoreansandAmericansrealize
afutureofgreatersecurityandprosperity.
