RULE§15.91InternationalReciprocity

(a)Internationalreciprocity.InternationalreciprocityindriverlicensingbetweenastateintheUnitedStatesandanothernationisdetermined,first,byinternationalagreementsbetweentheUnitedStatesandothercountries,and,second,intheabsenceofanyinternationalagreement,byindividualstatelaws.TheDepartmentofPublicSafetycomplieswithalldriverslicensereciprocalagreements.AsofMarch,1972,the1949WorldConventiononInternationalRoadTrafficwasinforceinthefollowingcountries:

(46)Korea;

(d)Provisionsofinternationalagreements.Theinternationalagreementshonoredbythecountrieslistedinsubsections(a)-(c)ofthissectionprovidethefollowing.
(1)Reciprocalprivilegesarelimitedtoages18to75andforaperiodnottoexceedoneyearfromdateofentryintotheUnitedStatesorothercountry.
(2)Reciprocalprivilegesarelimitedtoprivatevehicles.Carriageofpersonsforhireorgoodsotherthanpersonalbaggageoftheoccupantsofthevehiclesisnotauthorized.Thisexcludesallcommercialbuses,trucks,andtrailers.
(3)Everyvehiclemusthavearegistrationcertificateissuedinaccordancewiththelawsofthecountryofresidenceandidentifyingthevehicleandowner.Thevehicleregistrationnumbermustbeshownontherearofthevehicleoronaplateattachedtotherear.
(4)Thevehiclemustalsoshowontherearanovalsignorplaquetoindicatethecountryfromwhichitcomes.
(5)Everydrivermusthaveavaliddriver’spermit(license)issuedbyacontractingcountryorstateoraninternationalpermitissuedbyanauthorizedauthorityintheformofabookletcontainingidentificationandphotographofthebearerandpagesprintedinseverallanguagesincludingEnglish.
