데이비드 캐머론 영국 신임 총리가 각료회의 중 휴대폰 사용을 금지시켰다(ban the use of mobile phones at cabinet meetings).
각료들이 당면 과제들에 집중하도록 하게 하기 위해(in a bid to ensure the cabinet members stay focused on the challenges facing them) 회의에 휴대폰을 가지고 들어오는 것 자체를 금지했다(prohibit them from taking part in the cabinet meeting with mobiles).
캐머론 총리는 지난 13일(현지시각) 첫 각료회의를 주재한 자리에서(chairing his first meeting of the cabinet) 자신의 보수당 및 연정파트너인 자민당 출신 각료들(his Conservative Party and their coalition partners, the Liberal Democrats)에게 “휴대폰에 의한 집중력 분산이 환영받지 못하게 될 것(the distraction of mobiles will not be welcome)”이라고 말했다. 캐머론 총리는 자신 역시 금지규정에서 예외로 하지 않겠다고(do not spare himself from the ban) 밝혔다.
새 각료팀은 영국이 깊은 경기침체에 이은 회복세를 유지할 수 있도록(in order to keep Britain stay on the road to recovery following a deep recession) 기록적인 재정적자를 줄이기 위한 공공지출 삭감정책을 도입해야 하는 벅찬 과제에 당면해(face the daunting taks of implementing public spending cuts to reduce a record budget deficit) 있다.
이런 가운데 새로 임명된 케네스 클라크 법무장관(newly-installed Justice Secretary Kenneth Clarke)이 규칙을 깬 첫 인물이 되면서(become the first to break the rule) 첫 각료회의에서 캐머론 총리로부터 면박을 당하고(draw a rebuke from Cameron at the inaugural meeting of ministers) 말았다.
캐머론 총리가 통화 중인 그에게 “국정운용 업무에 착수해야 하니(have to get down to the business of running the country) 전화대화를 끊으라”고 지시해(order him to cut short a telephone conversation) 다른 각료들의 웃음을 자아냈다(raise a laughter from the rest of the cabinet).
영국 의원들도 휴대폰 기술 의존도가 많아져(have come to rely on mobile technology so much) 의회 당국은 하원 본회의장에서의 휴대폰 사용을 허용하고(allow their use in the House of Commons main debating chamber) 있다. 그러나 휴대폰은 반드시 진동모드로 설정돼 있어야(must be in vibration mode) 한다.
지난 2008년 그레그 멀홀랜드 의원은 휴대폰이 의사당에서 울리면 의원들에게 벌금을 부과하자는(fine members of parliament if their mobile phones ring in the chamber) 제안을 했으나, 마이클 마틴 당시 하원 의장은 이를 받아들이지 않았다. 멀홀랜드 의원은 앤디 번햄 당시 문화장관이 하원에서 질의에 답변하는 도중(while then Culture Secretary Andy Burnham was answering questions in the Commons) 한 동료 의원의 전화가 두번이나 울리자(a fellow MP‘s phone rang twice) 이같은 안을 의장에게 제출했었다.
한편 캐머론 총리는 매주 화요일 오전 9시부터 1시간 내지 1시간30분 동안 정기적으로 회의를 갖기로(will regularly have a meeting every Tuesday morning at 9am for an hour or an hour and a half) 했다고 밝혔다.
또 “전국 여러 곳에서 각료회의를 가져온 전 정부의 발상(the previous government‘s idea of holding meetings in different parts of the country)은 좋은 것”이라고 평가하고, “새 정부도 영국 전체를 위한 정부임을 알리기 위해 그 전통을 이어나가도록 노력해야 할 것(should try to continue that tradition to recognize the new government is the one for the whole United Kingdom)”이라고 강조했다.

캐머론이 일 잘 하는구나. 기대된다. 국무회의 중 휴대폰 전화를 받는 자는 그 자리에서 해임하면 영국병을 단박에 고칠 수 있을 것이다.

한국같으면 자유의 침해라고 난리가 났을텐데 영국도 어지간히 급박하게 돌아가거나 아니면 변화를 위한 몸부림이겠군요.
