독일 정부는 소음공해법을 개정해(alter noise pollution laws) 주거지역에서 노는 어린이들 소리를 상대로 고소하는(file a complaint against the sound of children playing in residential areas) 것을 어렵게 하기로 했다.
더 많은 자녀를 갖도록 권장하는데 안간힘을 다하고 있는(be desperate to encourage people to have more children) 정부가 6세 이하 어린이들은 어떤 음량으로든 마음대로 웃고, 소리치고, 놀 수 있도록(allow children under six to laugh, shout and play at any volume) 법제화하기로 한 것이다.
이번 조치는 어린이 소음에 관한 잇단 소송이 제기된 데 이어 나온(come after a series of lawsuits) 대응책이다. 일부 노년층과 30~40대는 시끄럽다거나, 부동산 가치 하락을 우려해(worry about the value of their property falling) 주거지역 내에 유치원, 유아원, 탁아소, 기타 어린이보육시설 입주를 금지하려 하고(seek to ban kindergartens, nurseries, day care centers and other child care facilities) 있다.
그러나 이번에 발의된 법(the proposed law)은 소음 제한의 엄격한 규제에서 어린이들을 면제해주는(exempt children from strict regulations on noise limits) 것을 골자로 하고 있다. 아이들 소음에 특권적 지위를 부여해(give privileged status to children’s noise) 어린이 친화적 사회(a child-friendly society)를 만들겠다는 방침이다. 어린이들에게 이 사회의 원치 않는 골칫덩어리(an unwanted disturbance of the society)라는 느낌을 갖지 않게 하겠다는 것이다.
이에 대해 "시끄러운 아이들 옆집에서 사느니 조용한 연쇄살인범 옆집에 살겠다(would rather live next to a quiet serial killer)" "투표소에 가는(go to the poll) 사람은 아이들이 아니라는 점을 명심하라"는 등 반대 의견도 만만찮은 실정이다.
