이스라엘 외교관들(Israeli diplomats)이 임금조건에 대한 노동쟁의의 수단으로(as part of a labor dispute over pay condition) 청바지 차림에 샌들을 신고 근무하기 시작(start wearing jeans and sandals to work)했다.
이스라엘 외교부 직원들은 국방부 및 정보기관 동료들과 동등한 임금을 요구하며(demand wages on par with their clleagues at the defence and intelligence agencies) 지난달 말부터 태업에 들어갔다(begin slowdown).
외교부 직원들(foreign ministry employees)은 자신들이 하는 일의 양은 똑같은데(do the same amount of work)국방부 직원과 해외근무 정보기관 요원들 임금의 절반 밖에 받지 못하고 있다며(be paid only half of what the defence ministry staffs and members of the intelligence agencies who serve abroad) 그 동안 불만을 제기해왔다.
그러나 일부에선 임금조건에 대한 항의로 잇단 외교적 결례를 야기하고(cause a series of diplomatic faux pas in a protest over salary condition) 있다며 외교부 직원들의 집단이기주의를 강력히 비난하고(severely criticize their egoism) 있다.
실제로 외교 공무원들의 태업은 지난 6월 주요 동맹국인 터키와의 관계를 긴장상태에 빠트린(fray relations with key ally Turkey) 공해상에서의 가자행(行) 구호선 공격 후폭풍을 진정시키기 위해 애쓰는(struggle to contain the backlash from a raid on a Gaza-bound aid fleet in international waters) 와중에 시작돼 이스라엘의 외교적 고민을 더욱 가중시켰다(compound Israel‘s diplomatic woes).
당시 헬기를 타고 투입된 이스라엘 특공대원들(helicopter-born Israeli commandos)은 한 명의 터키-미국 이중국적자를 포함한 9명의 터키인들을 사살(shoot nine Turkish activists including one a dual US citizen dead)해 하마스 통치 가자지구에 대한 이스라엘의 4년 봉쇄조치에 대한 국제적 공분을 촉발(spark international outrage over Israel’s four-year blockade of the Hamas-ruled Gaza Strip)했었다.
이스라엘 외교부의 한 관리는 익명을 전제로(on condition of anonimity) “며칠 째(for several days) 외교부 직원들(foreign ministry employees)이 대우조건에 대한 항의표시로 정상적인 정장차림 복장규정을 저버리고(abandon the normal suit-and-tie dress code) 청바지와 샌들 차림으로 출근하고(come to work in jeans and sandals, without wearing ties, to protest their treatment) 있다”고 확인했다.
이 관리는 “직원들이 직원임금위원회의 명령에 따르고(follow orders from the employees’ pay committee) 있다”면서 “외교관들은 재무부가 임금협상을 6개월째 늑장부리고 있다고 비난하고(accuse the treasury of dragging its feet in six months of salary negotiations) 있다”고 전했다.
외교부 직원들의 이러한 부분파업(partial strike)은 직원들이 일상적인 의무까지 회피하는(shirk routine duties) 현상까지 빚고 있다. 심지어는 이스라엘을 방문한 외국 귀빈들(visiting foreign dignitaries)이 외교부 운전기사들로부터 버림받아(be abandoned by the foreign ministry drivers) 자국 대사관들에 차를 보내달라고 해야 하는(be forced to ask their embassies to send cars) 상황까지 벌어졌다.
최근엔 대니 아얄론 외무차관(Deputy Foreign Minister)이 이스라엘을 방문한 세르게이 라브로프 러시아 외무장관을 아무런 관례 의식없이 맞이해야(have to welcome visiting Russian Foreign Minister Sergei Lavrov without a customary ceremony) 했다. 외국 귀빈 영접 책임을 맡고 있는(be in charge of rolling out the red carpet for foreign dignitaries) 중 어느 누구도 의식 준비에 신경을 쓰지 않았기(do not bother to organize one) 때문이다.
그런가 하면 베냐민 네타냐후 총리의 국가안보보좌관(national security advisor to Prime Minister Benjamin Netanyahu)인 우지 아라드는 모스크바 방문을 취소해야(have to cancel a trip to Moscow) 했다. 모스크바 주재 이스라엘 대사관 측이 그를 맞이할 수 없다고(cannot accommodate him) 알려왔다.
심지어는 다가오는 네타냐후 총리의 미국 방문에도 차질을 빚을(disrupt PM Netanyahu‘s upcoming trip to the US) 것으로 우려됐었다. 외교부 직원임금위원회가 워싱턴 주재 이스라엘 대사관 직원들에게 7월 중 네타냐후 총리의 방미 준비를 하지 말도록 강권해왔기(urge employees at Israel’s Washington embassy not to make arrangements for his visit in July)때문이다.
그러나이스라엘의 강력한 노조연맹인 히스타드루트(Histadrut)가 외교부의 임금투쟁이 지난 5일(현지시각) 시작된 네타냐후 총리의 방미를 무색케하는 것을 막기 위해 마지막 순간에 개입(step in at the 11th hour to prevent a Foreign Ministry wage dispute from overshadowing Prime Minister Netanyahu’s visit to the US), 일단 워싱턴 대사관의 파업은 일시 중단된 상태다.
