앞으로 영국인과 결혼하고자 하는 이민자들은(migrants who want to marry a Briton) 영어 시험에 합격해야(must pass English test) 결혼 허가를 얻을 수 있게 된다.
영국 정부는 8일(현지시각) 이같은 계획을 발표하고, 올 후반기부터 시행에 들어가기로 했다.
계획에 따르면 영국에 있는 남편이나 아내와 합류하기를 원하는 이민자들(migrants who want to join their husband or wife in Britain)은 반드시 영어 시험(English language test)을 통과해야 한다. 영국인과 결혼 또는 약혼을 한 유럽연합 이외 출신의 이민자들(migrants from outside the EU who are married or engaged to a Briton)은 영국에 정착하기에 앞서(before they settle in Britain) 일상 회화영어가 가능함을 입증해야 한다는(have to prove they have conversational English) 것이다.
이 영어시험은 올 후반기부터 결혼비자 신청 과정의 일부가 될(become part of the marriage visa application process later this year) 예정이다. 영국에서는 지난해 3만8000명의 이민자들에게 2년 시한 배우자 비자가 주어졌으며(be granted spousal visas lasting two years), 2만1000여명에게는 영주권이 부여됐다(be granted the right to stay indefinitely).
영국 정부는 영어시험 도입이 허위결혼을 방지하고 새로 영국에 들어오는 이들이 사회에 쉽게 융화되는 데 도움을 줄(help combat bogus marriages and ensure new arrivals integrate into society) 것으로 기대하고 있다.
이와 관련, 테레사 메이 내무장관은 “이 것은 단지 첫 걸음에 불과하다(be only the first step)”면서 “장차 규정을 더욱 강화하기 위해(with a view to tightening the rules further in the future) 비자 제도 전반에 걸쳐 영어 요건들을 재점검하고(be currently reviewing English language requirements across the visa system) 있다”고 밝혔다.
시험 통과를 위해(to pass the test) 지원자들은 초등학교 7세짜리 아이 수준 이상으로 영어를 말하고 읽고 쓸 수 있어야(have to be able to speak, read, and write English as well as a seven-year-old at primary school) 한다.
지원자들은 또한 재정적으로 자립 능력이 있고 상대와의 관계가 진실된 것임을 입증해 보여야(have to prove they can support themselves financially and that their relationship is geniune) 한다. 이러한 모든 요건들을 갖출 경우에만(if they comply with all the requirements) 2년짜리 비자가 발급되게(be issued with a two-year visa) 된다.
한편 싱크탱크 마이그레이션웟치(MigrationWatch)의 앤드류 그린 회장은 “새로운 배우자들이 우리 사회에서 제 역할을 하게 하기(have them play their full part in our society) 위한 필수 단계(an essential step)”라면서 “그러나 정부가 제시한 영어시험 수준은 등급의 최하위에 있다(be at the very bottom of scale). 이번 조치가 효과적이기 위해선(if this measure is to be effective) 영어시험 수준이 머지않아 더 높아져야 할 것(will have to be moved up before long)”이라고 영국 일간지 데일리메일에 말했다.
