Joint Statement adopted at ROK-US Foreign Ministers’ Meeting
on April 12, 2013
The 60-year alliance between the United States and the Republic of Korea is crucial for security and stability in the Asia-Pacific region. The United States reaffirms its commitment to the defense of the Republic of Korea in the wake of recent unacceptable provocations by North Korea.
Both sides agree on the importance of the denuclearization of North Korea, knowing that North Korea’s dangerous nuclear and missile programs threaten not only its neighbors, but also its own people.
The United States stands vigilantly by the Republic of Korea’s side, and is prepared for and capable of defending and protecting itself and its allies. Both of our countries are taking prudent measures – both military and diplomatic – to enhance our security. At the same time, the two countries remain committed to the goal of peaceful denuclearization. In this context, the United States welcomes the Trust-building Process on the Korean Peninsula proposed by President Park Geun-hye.
We will continue working with all Six-Party partners and the international community to make clear that North Korea must adhere to its international obligations and commitments or face further isolation. We will continue to encourage North Korea to make the right choice. If North Korea does so, we are prepared to implement the commitments under 2005 Six-party Joint Statement. But Pyongyang must prove its seriousness by taking meaningful steps to abide by its international obligations.

한·미 외교장관 회담 공동성명

대한민국과 미합중국 간 60년의 동맹은 아시아 태평양 지역의 안보와 안정에 필수적이다. 미국은 최근 북한의 용납할 수 없는 도발에 직면하여 대한민국에 대한 방위공약을 재확인한다.
한·미 양측은 북한의 위험한 핵·미사일 프로그램이 주변국들뿐만 아니라 북한의 주민들까지도 위협하고 있으므로, 북한의 비핵화가 중요하다는데 견해를 같이한다.
미국은 경계를 늦추지 않고 한국의 곁에 있으며, 미국 자신과 동맹국들을 방어하고 보호할 준비 태세와 능력을 갖추고 있다. 한·미 양국은 우리의 안보를 강화하기 위해 신중한 군사 및 외교 조치들을 취하고 있다. 동시에 한국과 미국은 평화로운 비핵화라는 목표를 지속 유지할 것이다. 이러한 맥락에서, 미국은 박근혜 대통령이 제시한 한반도 신뢰프로세스를 진심으로 환영한다.
우리는 북한이 국제 의무와 약속을 지켜야 하며, 그렇지 않을 경우 더욱 고립될 것이라는 점을 분명히 하기 위해 6자회담 참가국 및 국제사회와 계속 협력해 나갈 것이다. 우리는 북한이 올바른 선택을 하도록 계속 독려할 것이다. 만약 북한이 이러한 선택을 한다면, 우리는 2005년 6자회담 9·19 공동성명에 따른 공약을 이행할 준비가 되어있다. 그러나 북한은 국제 의무를 준수하는 의미 있는 조치를 취함으로써 그 진정성을 입증해야 할 것이다.

미국의 협력도 좋지만
우리나라의 특수한 상황으로 볼 땐 우리도 핵을 가져야…
이건 어디까지나 특수한 상항이란 말입니다.
물론 너나없이 모두들 핵을 갖고 싶겠지요?
어떻게 된 게 인간의 마음이 더 황폐해져 가는지 모르것습니다.

핵 없는 세상이 되면 좋겠지만, 이미 핵을 가진 나라들이 핵없는 나라들을 압박하고 있으니, 다른 나라들도 핵을 가지려고 온힘을 다하고, 그 때문에 더욱 갈등이 심해지고 있지요. 악순환이지요.
풀사님 지적대로 인간의 마음이 더 황폐해져가는 것 같습니다.
